If you are intending to visit Japan to view the cherry blossom festival, then March to May are the best months to experience this festival. Not only do you get to view the gorgeous cherry blossoms in full bloom, you also have a chance to see an important Japanese custom, hanami, take place. Hanami is also known as the cherry blossom viewing party. Japanese usually celebrate hanami with friends, family and colleagues by holding feasts under the flowering trees. You can also find festival vendors selling food, crafts and souvenirs at these festivals.
Certain places do celebrate hanami at night. This is called yozakura or night sakura. You can find this in Ueno Park where temporary paper lanterns are hung.

Enjoy the following slide show where we visited Nara Deer Park when the cherry blossom was in full bloom. It was a wondrous sight indeed!
Since the cherry blossoms last usually no more than two weeks, it is best to check out the cherry blossom forecast so that you do not miss these lovely and gorgeous flowers in full bloom. Of course, if you can experience the Japan Cherry Blossom Festival as well as some other tourist attractions in Japan, that would make your trip even more memorable.
